Don't know where it's registered, but there was a proposal a while back to move it to Mamaroneck. Last time I looked, last week, still in Port Chester

I have read so many moving tributes to Mr. Hitchens celebrating his life. How embarrassing for you that you are so insecure that you needed to use the last sentence of this post to make this about you and your beliefs and not about him. How convenient for you to wait until he can't answer you. Coward.

Dick "Where's The Camera?" Blumenthal peaked in high school. It's been all downhill since. Unfortunately, the Democrat Drones in this state keep electing him whether he does anything worthwhile or not.

The media-fed, liberal zombies who are astounded by any opinion other than their own, confuse thinking with brainless regurgitation. In the dark, unimaginative world of Connecticut's "walking dead-heads", everyone not in sync with the party line is labeled as a kook, personally attacked, or heaven forbid, called a Tea Party activist!

Anyone who reads this article and then posts a comment, must really care about the author. Indeed, bloggers are superior beings! Especially the ones who are accurate in their observations.

Dick Blumenthal IS a nitwit. He is 100th in a club of 100. He is a legend in his own mind.

I need to respond to Terry Avery. First, thanks for writing and forgive my delay. I would have written sooner but I spilled gravy in my keyboard. Re: fair and balanced, I'm not a news reporter and don't have the same duty to be fair and balanced as, say, Fox News. I write opinion pieces. I think I said in the piece that I believed the Sen. had a point and this was an issue that should be looked at. My point was that this is not what I want my US Senator to be working on. Do you want your US Senator to be working on issues like this or would you rather see him pushing for Connecticut in, say, budget talks or defense debates?

Who is John Bowman, and why should anyone care what he thinks? Is he some superior being entitled to deliver personal put-downs as if they were clever? (It is especially hilarious to see a blogger criticize someone else for seeking attention!)

Big John (an assumption looking at your chubby-faced picture), I've just read your "fair and balanced" article. Naturally from your comfortable position as a well-paid journalist (?) you would look down upon Senator Blumenthal's concern for those who, of necessity, have to purchase things on the lay-away plan. Why don't you write an article to tell us how, as such a big man, you have managed to acquire such a small mind?

Completely agree people should know. Ignition sources need to be VERY well kept under control, ideally removed completely in this case. Otherwise it could be a recipe for disaster. Any update on this issue?

You could also see it from Mill Street in Byram - I loved seeing it because it reminded me of days spent as a kid at Freedomland, where Co-op City now sits. It was a ride.
I've been lucky enough to peek at the renovations and the woodwork gleams.

Wherever it ends up, I hope I'll still be able to see it.

John

I hate to waste tax dollars just like you. However, you need to educate yourself a bit more on this issue. How many lives and how much money did that "blocking engine" save? Think about that! The cost of the injured firefighters/police/ems and citizens would have been exponentially larger than the cost of the truck. Also, the firefighters use the "blocking engine" to get to the scene. If it were another type of vehicle the same transportation and tools that the engine provide would not be available. Using state or local dump truck would not provide the same response time or capabilities as the engine.

This is just an necessary evil that we have to deal with out there. There is no cheap or easy answer. This procedure is the best compromise we have. If you ask any State Trooper up on the highway by themselves, I"m sure they wouldn't mind having a firetruck helping them out.

I suggested 15 years ago that the Town give up one of the older dump trucks from DPW for just that purpose. Instead of dead weight, put a 500 gallon water tank in the back. All I got back was "Who's gonna drive it?"

Well now that we have the meat part of the discussion down, let's move on to the question of who owns the parks. Just because the Town paid money to a private owner to acquire the land does not give us "title" privileges of private ownership.

The Town can exclude residents, but if it creates a "park" use, that park is open to all. What part of all did you not get, as in "All men are created equal."

It can charge an entry fee, and that fee can vary for non-resident entry, use, parking etc. But only in relation to the costs already paid by Town taxpayers.

My first comment showed (unlike the original report) how fees compare to costs, and provided a plan to combine service to the two island parks, eliminating one of the ferry boats, and bringing costs into line with current revenues.

Or we could raise fees 50% and just buy more grills.

Hot dogs you still have to bring on your own.

I guess you provided the explanation for the missing #3. Now maybe someone could actually comment on the point of my post, which is what Greenwich residents lost because of the new rules. I probably should have left the "grill" comment out of my post, it was kind of off-point. But in case it wasn't clear: I don't care if our new out of town visitors can grill while they're at any of our beaches. I, in agreement with the Town's position that we defended and lost, don't want non-guest non-residents to be allowed into our beaches so I certainlyt don't care if they get a grill. We should only provide what we need to so those non-residents can exercise their free speech - like the judge ordered. Get it.

Your posting of my prior comment makes it appear that I can't count to four correctly.

Actually you redacted my point #3, which used an ethnic slur to describe an out-of-town group living to your west that you propose to proscribe from use of the public grills in our parks.

This was the same term used by a recent political candidate for Tax Collector on the front page of the newspaper for which you blog to describe the same group in the same venue.

So if you felt the need to redact my comment (made with full irony of the above facts), you might have been polite enough to so indicate it.

There are so many problems with your posting that I will have to work backwards.

You hope people will chime in? Wish granted.

Now the meat: How does a grill help someone exercise their free speech? John - take the hotdog out of your mouth and listen.

1. You're using your electronic blog to discuss a "print only" frontpage revelation about who pays and who doesn't pay to use parks. Is Greenwich Time trying to hide this issue from other papers and bloggers? Afraid the N Y Times will make fun of us again?

2. Will the "rangers" request to see "Resident Beach Cards" from each grill user? Will guest fees apply to entrance, but not grill use?

4. Given the advances in back-pack cooking and camping systems, why is limitation to park fixture grills using only charcoal necessary? Isn't carrying starter fluids and flame devices (on the Ferry even) also a hazard to consider, as opposed to permitting camping sized propane canisters.

Answer these questions and you will learn how a grill helps someone to exercise free-speech. That and a $20 parking fee.

Bonus answer: Dredge or lengthen the Captain's Island dock to deeper water (similar to the Island Beach Pier), and the Ferry can make a simple triangular route, vastly increasing the available park island space and facilities for all, and with one less ferry.

If the GT reporter had bothered to multiply his data of users times dollars, he could have reported that Ferry users paid $200,000 in fees for a park service that cost $ 300,000 to taxpayers. Not to belabor the point, but doesn't that suggest a 50% markup in fees should be considered by the Selectmen?

1) because stamford lets anyone on their beach, it has turned into a dump
2) greenwich residents live there and pay their taxes for the access top a nice, clean, safe beach. if someone in stamford loves the greenwich beach so much, they should move to the town and pay taxes just like me!
3) the stamford residents could always go north to westport or fairfield.....oh, wait. they charge for beache access as well.

Add the fact that Stamford passed up the chance to have a beach 4 times longer than our Point in the late 60's when the wooden boat industry crashed. Instead the went through a "favored developer" route tho "enhance revenue".

All good points, except they are mostly in past tense.

Stamford doesn't have these restrictive policies anymore. Anyone can go to the park, and that's great. Not quite so in Greenwich.

Stamford residents are not organizing to make it harder for non-residents to use the parks. Greenwich residents are.

In Stamford you have to pay to get in, but we don't make you enjoy a segregated line. Greenwich makes you drive at least 2.8 miles away from the ferry dock (on a weekend, that is) to buy a day pass for the Island Beach. Oh, that is AFTER you pay your $20 parking fee.

And really, the fees are not the issue here. The obvious attitude is.

I tried to visit Island Beach as a non-resident recently. I had to pay a $20 "day parking fee" for the Arch St. lot. I tried to purchase my $8 pass at the ferry booth only to be told that non-residents can't purchase tickets there. We were told to go to Town Hall, the Bendheim Western Greenwich Civic Center or the Eastern Greenwich Civic Center.

This is so obviously aimed at preventing non-residents from visiting the island. The hostility is clearly there. I am afraid my family and friends will be re-evaluating the amount of money we spend in Greenwich as we are obviously not welcome there.

Thanks for your post. Two years ago it was only $5/person at Rye's Oakland Beach. I did a little research and found that, sure enough, they just raised the rates there. See the article below.
http://soundshore.lohudblogs.com/2010/05/03/non-residents-to-pay-higher-fees-at-rye-town-park-oakland-beach/

Haven't been to Oakland lately, but I can say it used to be a mess, way worse than anything seen at Island Beach, and I blame that on their lax access policies.

So I wonder if we considered the fact that we were drastically lowering our rates at the same time Oakland raised there's from $10 to $25/person. (parking + per person fee).

I have to say, however, that unless you watched someone or some group use a guest pass or passes at the dock and then followed them onto the Island and observed them personally, you should not be blaming nonresidents for the antisocial behavoir. We can all agree that anyone causing problems should be ejected.

There should definitely be police on the Island, especially in light of recent antisocial behavior displayed regularly on the Island by some of our non-resident "guests".

The problem is the Island is overcrowded due to far too many non-residents. Other beaches in the region charge typically between $15 and $30 per person on weekend, we charge $8, so guess where these lovely people choose to visit?

I think the problem with bringing race into the discussion is it makes the town look bad if it acts to remedy the situation. Now that a race issue has been raised, someone will say efforts to keep the offenders out is racially motivated.

And I wouldn't go assuming that a large number of Spanish-speaking park visitors are all, or even mostly, non-residents. 50% of Byram is Spanish-speaking and they don't belong to clubs or summer in Nantucket; they are using our beaches.

Whoever is playing music too loud or littering our parks should be thrown out whether they're from Greenwich, Port Chester or Mars.

I'd certainly like to see residents get preference in obtaining picknic tables, etc. at Island Beach. I see no reason why non-resident passes cannot be limited and why we can't actually have "guest" passes again, meaning I as a resident get to bring a friend from out of town to the beach.

I really don't want to be reading about this controversy on Sunday in the New York Times.

I agree with Mr. Bowman. Who is supposed to handle emergency and legal matters on Island Beach and, for that matter, Great Captain's Island? Are the "keepers" who live on these islands tasked with these duties?

The Greenwich Time ran an Op-Ed about keeping race out of the discussion. This was nothing more than liberal pandering to keep all of us from focusing on the problem. Their goal is to keep things opaque and gauzey. As citizens, we want to know who and what is the problem. Then, we can solve it.

We also should not have voluntarily opened the islands up to non-residents. Anyone can visit the islands, but they have to get there on their own.

Just read your rant on rant.
I have opposed the park for a long time. The toxic substances that drool into Long Island Sound every tidal cycle are not addressed. An impervious set of subsurface barriers would be the start.
The band aid on cancer solution is a joke.
Federal regulations are being ignored with this amateurish and wasteful design.
The bungling, stumbling illegal process embarrassment to the community should be heard in Court. The proceedings may well reveal a host of questionable activities by the unhallowed board members and their "experts".

The problem rests in the fact that the BET members have not, for a very long time, been truly elected. Collusion creates the membership. A conversion to one-man-one vote - as done years ago with the six-member Board of Finance in Stamford - would work, after an unsettling transition.

i have severe COPD for the last9 years and i keep getting rejected for medicine help because i have a few bucks in the bank and sep accounts. it's not that much but last year i had $1229 in troop i fell into the gap in mid year and had to ask for free samples from my p.c. and pulmonolgy doctor they both came through with enough to keep me in meds until the new year. now the drug companies cut the # of doses in their freebies in fact the hospital no longer accepts samples and gives discount coupons i need dental care because of COPD inhalers dry your mouth so much i can hardly talk. something must be done in this state for the people who worked their 45-50 years here and not worry so much about medicad where they have translators who go with the patients to any place where they can get free care. i'm not bitter or mad at these people who con the state out of how much money nobody knows. the state's policy is if you worked in your life you probably aren't to get help for your health

Thanks Retiree for a very good comment. I've said before in a letter to the editor that I don't think you can point to any signficant number of local Greenwich issues that were decided, or even debated, along party lines. I have yet to be corrected on that. That's one reason why I don't think it would matter if the BET were made up of 8 Republicans and 4 Democrats. Another reason is that even with 6 & 6, the chair gets a tie-breaking vote and the chair is always a Republican, so it doesn't matter. I also don't see the mandated 50/50 split between parties on the BET as something to be protected as much as protecting the BoS/BET/RTM division of power in Town. Maybe some of these override ideas might make sense, but first I'd like to see competitive elections for the BET as a start. And as I said, I'd prefer that the BET go to a non-party system like the RTM.
And I won't speak for Steve Walko's motives, but as a reader, I thought they were tame compared to Mr. Marzullo's. And it would appear that Mr. Marzullo "started it."

A couple of observations, if I may. As a retired town employee no longer residing in Greenwich I tend to see some issues from a slightly different perspective. First, I worked for the town for decades and have more than a passing familiarity with its inner workings. Secondly, I now see things from the outside looking in and that really gives one a more honest viewpoint of these family squabbles.

In the article in question, a passing comment was made about Mr. Marzullo's proposal to allow the RTM to second controversial cuts made by the BET. THAT seems like a fair compromise to this question and yet there was nothing further on this point. I wonder if Mr. Vigdor even pursued additional questions about it to Mr. Marzullo.

As a modification to Mr. Marzullo's idea, may I suggest perhaps before such a seconding motion ever makes it to the RTM a requirement that ALL members of the Board of Selectman agree to have the motion made. That should avoid the claim of politics since at least one member of that Board is from the minority party.

As to Mr. Walko's various comments I have some questions - he claims that giving the Board of Selectman veto power "...violates the essence of our form of government." Why, then, wouldn't changing the makeup of the BET have the same affect? Could it be that because of the historic makeup of party registration in Greenwich Mr. Walko's party is almost assured of control? Wouldn't that also violate that essence he is so concerned about? And I ask these questions as a Republican.

And Mr. Walko's remarks about how Mr. Marzullo came into office with something less than a mandate is just a bit too smarmy and he should have thought better about it. Evidently Greenwich voters wanted Mr. Marzullo and their choice should be respected.

Townie, thanks for your comment. It brings me to a couple of points I'd like to make. First, I agree that the BoS are elected representatives but not THE elected representatives. BET members are elected, it's just a somewhat limiting election process, but anyone can run. Note also that BoS members that run are also hand-picked by the RTC and DTC. So just because there's some choice at the poll, that choice is limited to candidates selected by the parties - just like the BET. RTM members are also elected, and arguably the most representative municipal legislative body in the country (being the largest). For what it's worth, I am in favor of reinstating the Emergency Manager funds you support - I'm just not in favor of giving the BoS override power over the BET. To do that would, effectively, eliminate the BET entirely as the BoS would have complete power over the budget - and then what would we say if the BoS eliminated something people didn't like? Seems to me that having the BET and BoS is a good idea, it just needs some tweaking so the BET elections are more competitive. I don't see where you have challenged that argument in your comment, so I'm guessing that you would support changes that made the BET also a "voice of the people."

John I think you are wrong. The Selectmen are the elected representatives of our town, not just a rubber stamp. You are right the BET is time consuming and we should be appreciative of the time that they spend of this job, however, when the Selectmen make their voice known(voice of the people) the BET should listen. It seems the BET members have been listening to other petty individuals who have their own self serving agenda. Cutting the Emergency Manager funds was NOT in the best interests of the Town and that is the crux of the problem.

After 28 hours with no power in central Greenwich, I had to update my web site from my cell phone (Thanks Verizon.)

The static IP from Cablevision no longer works in comment 1.

Your Byram cell tower and 24 others in Town are detailed with maps and photos at http://earthimage.net/Greenwich_Cell_Phone_Towers.htm

Thanks for your comment Hannah. Good point about bad cell service vs. ugly tower, and that's really the crux of all the debate. The point of my post is not that the cell tower is per se bad, in fact as I stated I kind of like it. Greater minds than mine, with more at stake than me, seemed to answer the question about whether the tower is a good or bad thing: the property owner gets $3,000/month for a 10' x 10' piece of property that he doesn't have to maintain. That can only be because he thinks, and ATT acknowledges, the tower is a bad thing so he needs to be compensated. I think the adjacent neighbors should also be compensated since we suffer as much as the property owner.

The other way this is handled is through zoning regulations. No one wants a movie theater next door to their residence, but every town and city knows they need supermarkets so they work out zones where it is appropriate to put them. That system has been working fine for years. It's the same system that prevents your neighbor from building a 10-story apartment and office complex. Cell towers are exempt from that system, and that's why it isn't fair.

As for my cell tower, I-95 is 50 feed away, and there's plenty of State land next to it. Same is true for the proposed new tower on the other side of I-95. Trust me, but for CT's law exempting cell towers from zoning regulations, the towers would be alongside I-95 on State property.

And you don't get wifi from cell towers, you get fairly crappy that barely supports my iPhone. Maybe if they did wifi the neighborhood so we could get rid of the ugly phone and cable TV wires, the poles would be more attractive.

I"m not sure what one "does" with a property value, since I imagine most townies plan to live in their homes many years, but having one "lowered" because of an unaesthetic cell tower creates a dilemma: does the home owner endure the hardship of crappy cell reception (might that not lower property values?) or get great reception and have an unsightly tower nearby? I see great potential success for an industry that decorates cell towers so they don't threaten property values. The bottom line here: I have not seen one post on where to put the new cell tower, just where not to put it. As the debate continues on and on, there goes the wi fied neighborhood.

I so feel your pain. Check out this article in today's local paper in the community I live in Washington State and where your article was referenced

BTW: I'm a long time CT resident and I know the area very well, it's a shame how quick people sell out themselves and others for a buck.

Researchers caution against using your phone in areas with poor coverage since phones emit more radiation when searching for a signal. Children, which have smaller and thinner skulls, should limit cell phone use, and all users, children and adults, should not sleep with an active phone next to their bedside or under their pillow.

See http://96.56.48.67/cellphone_head.jpg for what it looks like in your kid’s head when the tower is at a greater distance and he holds his max power cell phone to his head.

As I said in my post, that particular new provision, that you have to use one of the really cheap plans or you get NOTHING, is really unfair to the people that need it most. I would suggest you contact the Greenwich Commission on Aging - see the comment above - there are ways to switch plans mid-year. Not always, but it is possible under certain conditions. They should be able to walk you through it.

My mother-in-law did not understand what ConnPace sent out in November, and failed to ask for any help too. She has been with a Medicare perscription plan for several years, and everything was going ok with the help of ConnPace. Now we find out in Janauary that her plan is not on the approved list of plans with ConnPace, plus she has received a payment book for $43.00 per month to continue a plan, ConnPace is not coordinating with. I tried making several phone calls yesterday to see what if anything can be done to help her, and all I got was recordings and music in the background, without a clue as to which buttons to press, to ask a human being some basic questions. What is an 88 year old woman suppose to do with this new generation of, press this button, if this, press this button if that, personal assistance has gone by the way side. OH, and you can look that up on the computer. NICE.....I have spent 1/2 a day reading info, legislation and blurps....not knowing if what I am reading has been updated, etc. ConnPace Plus??? did that pass or not. I will try the phones again tomorrow, but it appears her time table has lapsed to change plans, and no one seems to be able to direct us appropriately (or I can't speak with anyone, unless I stay on hold for an hour or so.)

Thanks for your comment. You are exactly the person ConnPACE was touted to help and likely to be most hurt by these cuts. It definitely isn't fair because if wouldn't cost much to restore this program, which keeps people like yourself living at home and not on Medicaid. I must say that in the case of your particular drug situation, it sounds like a problem that can be solved by asking your doctor to work with the pharmacy and your prescription drug plan to correct the situation. Another good contact is the Greenwich Commission on Aging, located at the Senior Center:

Director: Samuel E. Deibler
Telephone: (203) 862-6710 (office)
Fax: (203) 862-6701
Location: Senior Center, 299 Greenwich Avenue
Office Hours: Monday - Friday, 8:00 a.m. - 4:00 p.m.
Administrative Clerical Assistant: Chicky Krois

Best of luck to you and thanks for your comment.

I am one of those individuals dependent on ConPace to allow me to afford my drugs during the hole in part D RX insurance. I am totally dependent on Social Security. I meet the criteria by having a income of $15,000 annually. This past month when my son went to pick up a perscription at Walgreens I was charged $85 because Walgreens had changed the supplier and ConnPace did not cover this supplier. I was not notified of this in advance and only because my son picked up my perscription and paid the amount was I able to continue these pills for the month. My perscription will be running out shortly and I cannot not afford the $85.00 when it was my understanding that I would not have to pay more then $16.25 by being enrolled in this program. My son has expenses that are mind boggling with a disabled wife and a daughter in college. In no way will I allow him to have this added expense even if it is for an additional month. This medication I can not do without but will have to. HELP get this heath care system changed so we all can have the same care available.
That is my Xmas wish.

Good point and I probably over-simplified the story. The pool was officially open, there were certainly lifeguards there. The only kindness someone showed us was to let us drive through the side entrance near the pool because my mother's disability. This is not unlike what Parks & Rec. did for my mother at Greenwich Point, when they granted us a pass to drive past the second concession to get to the picnic area. My brother, Jeff Bowman, arranged for someone to let us drive through the other gate, so frankly I don't know who arranged for that. I hope I didn't give the wrong impression about rule-bending at Byram Park, but you can take comfort from the fact that only 3 other people (my wife, my father and my sister) read this blog.
Thanks,
John

I read your article and disagree with your comment that I let your mother into pool before it was open to the public. It is possible that someone from the beach crew let you in early without my knowledge. I don't want to set a president where the public feels they can set thier own rules on operation of the Byram Park pool. Sincerely, Anthony Chiappetta Byram Park Foreman.

To be honest, I felt the same about the pricetag on this upgrade. I'll bet if someone said "we'll spend $5 million" you'd get a number of designs that could help the acoustics and add seating. Does everything we do in this town have to start at $25 million?

The suggestion that GHS students might suffer hearing loss because of bad acoustics in the auditorium is laughable and suggests just how zealous some proponents of this project have become. I am in support of a new performing arts center. But it only detracts from the credibility of the proposal when people start to make up silly reasons. The earbuds these kids have permanently attached to their ears will do more damage than any high school auditorium. I have sat in that space way too many times than I would like to recall. The acoustics are not great. It isn't Carnegie Hall. But you can make the acoustics better by spending a couple of million - not $25 million. GHS deserves a better performance space for many worthy reasons. We don't need to gild the argument with over-the-top exaggerations.

"[T]he acoustics are so bad that at least two music teachers there are reported to have suffered significant hearing loss."

These must be two of the more than 750 workers compensation claims that have been filed by Board of Ed. employees over the past five years! Where is the outrage when perhaps the cushiest jobs in Town are generating multimillion dollar payouts -- on top of their already generous salaries? Who would have thought that teachers have more workers comp claims --by far -- than workers in Public Works, Police Fire, etc.

Can our local media shed some light on this scandal/fraud please?

For one reason, the acoustics are so bad that at least two music teachers there are reported to have suffered significant hearing loss. Though the size of the student body is comparable, the number of students participating in the music program, including band, orchestra and chorus, is far higher than it was. The practice rooms are cramped, and the acoustics dangerously bad, and the auditorium is too small for the groups and the audiences.

Take a look at auditoriums at wilton, North Haven, and elsewhere, and you will see that GHS's facility stinks. Why is it that the wealthiest community of its size in the entire country can't afford to build a decent auditorium that can handle the community's gatherings and won't damage the hearing of students and teachers?

Connecticut has already had a history of these fluctuations, causing 3rd party insurance providers to raise rates. Why they think that the State can anticipate and plan for those fluctuations better than insurance professionals is beyond me. This point was much debated by Republicans in the House and Senate, and was ignored by Democrats who didn't have any answer. At least the Federal government can print more money in a crisis, states have to balance their budgets every year.
