Getting involved in Greenwich

The most colossal screw-up in town history, the Hamilton Ave. School renovation/upgrade project, may soon be the trail of the Greenwich century.  It shouldn’t be, I think there’s more significance to the North Mianus residents’ suit regarding their sewer assessments, but this situation has had more publicity.

The situation is ugly.  No doubt the delays in getting the school opened were caused by both parties.  The question is, how much are we going to spend fighting? 

It will be tempting to want to fight this just to show that the Town didn’t cause the hardships associated with the building delays.  Settling could say that it was our leaders’ fault.  Let’s hope we don’t see a protracted lawsuit just so our officials can save face. 

Taxpayers need to watch the handling of this closely.  There’s no emergency, the school is open, now our leaders have time to do the best thing for the town.  Let’s hope they do.  History doesn’t encourage me to expect Greenwich will avoid a lawsuit when it makes sense.

La Escuela de Hamilton Ave. – Valen las Demandas de Construccion

El error más grande en la historia de la ciudad, el proyecto de la renovimiento de la Escuela Hamilton Ave., podría resultar muy pronto como el rastro del siglo de Greenwich.  No debe ser.  Pienso que hay más importancia a la demanda por parte de los residentes de North Mianus con respecto a sus gravámenes de alcantarilla, pero esta otra situación le ha llegado más publicidad.

La situación esta fea.  No hay ninguna duda que los atrasos por abrir la escuela fueron causados por ambos lados.  ¿La pregunta es, cuánto tiempo iremos a pasar luchando?

Es de mucha tentacion querer luchar si no, para mostrar que la ciudad no causó las dificultades asociadas con los retardos de la escuela.  Un acuerdo podría servir como señal que este incidente fue causado por nuestros lideres.  Esperemos no ver un pleito prolongado para que nuestros lideres pueden salvarse la espalda.

Nosotros pagamos impuestos y necesitamos juzgar esta situación de cerca.  No hay emergencia, la escuela sigue abierta, pero ahora nuestros lideres tienen tiempo de hacer lo mejor para la ciudad.  Esperemos que sea haci.  Pero la historia de Greenwich no me anima esperar que Greenwich evitará un pleito legal cuando es mas lógico hacerlo.

Talk at Albert’s Barber Shop today was about someone being killed in Port Chester yesterday (Friday, August 28^th) and that causing traffic to back up in Byram for some time.

I called the desk sergeant at PCPD to ask about it.  They were not ready to make a public comment yet, but he did share that the person wasn’t killed but passed away and the circumstances are under investigation.

Hable con el sargento en PCPD para hacer unas preguntas.  No estaban dispuestos para disimular commentario publicamente, pero si me dijo que la persona no fue matada, si no que murio y las circumstanzias siguen bajo investigacion.

Los bordillos delante el Parque Byram Shore los están reemplazando. El trabajo parece estar medio terminado. Me pregunto por que es necesario reemplazar estos bordillos en absoluto, especialmente cuando hay muchos mas aceras en Byram gravemente necesitando la reparación. Tengo una llamada adentro a DPW pidiendo informe, y fijaré la información cuando alguien me devuelva la llamada.

I’ve noticed some new birds in Byram: hawks. I regularly see two of them, distinguished only by their size, one is larger than the other. Last year, I had resident male turkey who left in the spring to find a mate after two weeks of waking me up gobbling. This year, it’s hawks.

 I spoke to Brian O’Toole at the Greenwich Audubon and he suggested that there’s probably a breeding pair living nearby and that the smaller one is likely a baby hawk. The babies, when they get old enough to be out and about, are evidently not much smaller than the adults. And the babies squawk very loud, as this one did. It sounded a lot like a seagull. The hawks eat birds and squirrels, and he said that it is probably no coincidence that the new birdfeeders my wife Nicole set up, with all the new birds and squirrels, attracted this pair.

Brian also told me that Byram Park is known for having a lot of birds, and the Audobon conducts bird counts there.

I’ve heard reports of other hawks in Byram – have you seen any?

He notado nuevos pájaros en Byram: halcones. Veo regularmente dos, distinguido solamente por su talla, uno es mucho más grande que el otro. El año pasado, veía un pavo masculino que se fue para encontrar a una compañera después de dos semanas de despertarme encima de su engullimiento. Este año, son halcones.

Hablé con Brian O’Toole del Greenwich Audubon y él opina que probablemente existe una par criadores y que el más pequeño es probablemente el bebé. Brian también me dijo que el parque de Byram es conocido por su cantidad de pájaros, y el Audobon conduce cuentas de pájaro allí.

The RTM is considering a slew of rule changes, you can see the full report here.  Moderator Tom Byrne got Joan Caldwell, certainly one of our most dedicated citizens, to chair the Structure and Rules Committee – as if Joan doesn’t have enough to do! 

Bravo to the committee, and I agree with most of their recommendations, even the controversial (see GT article covering the latest meeting here) disbanding of the Transportation Committee, which is my father’s committee and was mine when I was on RTM.  I’m not sure about a couple of the recommendations. 

The start time move from 8pm to 7:30 is one.  First, I note that the Recommendation section said “Recommend that the starting time for the RTM meeting be changed to 7:30 pm from the current 8:00 pm.”  In the Rational for Recommendations section they said “The Committee is recommending that consideration be given to changing the starting time of the RTM meetings because commuter habits have changed over the past fifteen years and it may no longer be necessary to start as late as 8 pm.”  So which is it?  Does the Committee want the change (I don’t) or do they just think it would be good for the full RTM to consider it (I agree with that)?

While commuting patterns may have changed, we are still a community of NYC commuters.  And we are working later than ever.  As it is, the local workers and retirees do an inordinate amount of the work on the RTM but do we want only those people to make up the entire RTM?  I don’t, and a 7:30 start time is very difficult if you commute.  I was on RTM when I worked on Wall St.  Leave the office at exactly 5 (nearly impossible), rush to make a 5:50 train, get to Greenwich at 6:40, drive home, eat for ½ hour took me to 7:30.  Now drive to Central Middle School and it’s 8pm.  What would I skip if the meeting starts at 7:30?  Dinner and eat when I get home at midnight?  Sorry retirees if you have to stay up an extra ½ hour late for RTM meetings, but you don’t have to get up at 5:30am.  I won’t be rejoining RTM until I retire if the start time moves to 7:30. 

I also don’t see the point in adding a new committee to review the CIP.  The Finance Committee is referred just about every item and ends up reporting on the merits, not usually adding any unique financial perspective to their reports.  They could be useful in following CIP expenditures – or it could be done by the BOC.  I do agree, strongly, that some committee should do it. 

I realize that this post will only appeal to a small group, but urge everyone to learn about the RTM by watching it on GCTV or online here.  You’ll learn a lot, I promise.

El RTM considere una ciénaga de cambios a sus reglas, puedes leer el informe en detalle aquí. ¡El asesor Tom Byrne consiguió a Joan Caldwell, ciertamente uno de nuestras ciudadanas más dedicadas, a presidir el Comité de Estructura y Reglas – como si Joan no tuviera bastante que hacer!

Bravo al comité, y estoy acuerdo con la mayoría de sus recomendaciones, incluso (lea aquí el artículo de GT cubriendo la última reunión) la disolución polémica del comité del transporte, cuál es el comité de mi padre y el mío también cuando estaba en RTM.
Por lo pronto, no estoy seguro sobre unas pocas de las recomendaciones.

El movimiento de la hora de salida de 8 pm al 7:30 es una. Primero, note que la sección Recommendation dice “se recomienda que el tiempo de empiezo sea cambiada a 7:30 P.M. a partir del tiempo actual 8:00 P.M.” En la sección Razones por las Recomendaciones dicen, “El Comité recomendé que consideracion debía ser tomado para cambiar la hora de empiezo del RTM porque los hábitos del viajero han cambiado durante los últimos quince años y puede que ya no es necesario comenzar tan tarde como 8 P.M.”. ¿Entonces cuál de las dos es? ¿El comité quiere el cambio (yo no estoy acuerdo) o ellos piensan que sería bueno para el RTM entero que lo consideren (estoy acuerdo con ésto)?

Mientras que los hábitos de conmutación pudieron haber cambiado, seguimos siendo una comunidad de viajeros de NYC. Y estamos trabajando más horas que nunca. ¿Los trabajadores locales y los jubilados hacen una cantidad excesiva de trabajo sobre el RTM, pero seria bueno dejar que solamente estos grupos compusieran el RTM entero? No estoy acuerdo, y una hora de empiezo de 7:30 es muy difícil. Cuando yo participaba en RTM trabajaba en Wall Street. Salia de la oficina exactamente a las 5:00 (casi imposible), corría para alcanzar un tren de 5:50, llegaba a Greenwich a las 6:40, conducía a casa, comía por ½ hora hasta las 7:30. Ahora conducía a Central Middle School y llegaba las 8:00 pm. ¿Qué debo omitir si la reunión comienza a las 7:30? ¿La cena? ¿Y como cuando? ¿Llegando ha casa de medianoche? Disculpen jubilados si tienen que perder una ½ hora adicional para participar en las reuniones de RTM, solamente tienen que dejar levantarse a las 5:30. Yo no participaré de nuevo en RTM hasta que me retire si la hora es cambiada a 7:30.

También no entiendo la necesidad de un nuevo comité para revisar el CIP. El Comité de Finanzas refiere cada asunto y termina reportando solamente sobre los méritos, agregando nada de perspectiva financiera única a sus informes. Podrían ser mas útiles siguiendo el mismo proceso de CIP – o podría ser hecho por el BOC. Estoy acuerdo, fuertemente, que un comité debe hacerlo.

Entiendo que este poste apelará solamente a un pequeño grupo, pero le pido a cada persona que aprenda sobre los asuntos del RTM mirando en GCTV o en línea aquí. Aprenderás mucho, te lo prometo.

There’s a lot of building going on in Byram. Construction of the Pocket Park on Church St that overlooks the Byram River is underway. Now it’s no secret, especially since I made every effort I could to get print and radio news coverage, that I organized a protest against this park. Everyone interested and a lot of people who aren’t interested know my objections and aside from acknowledging the past, I don’t want to go into it here. I lost, they won and we move on because there are plenty of things we all do agree on.

This marks the end of a very long effort by several of Byram’s leaders to get this park built. I’ll mention the names I know: Bea Walko, Jo Conboy, Paul Pugliese and Mike Bocchino. All of these people should be acknowledged for their efforts in Byram. Congratulations on your achievement in getting this done, finally. Here’s some pictures, for the record, of the start of construction.

Hay mucha construcción entrando a Byram.  La construcción del Pocket Park por la Church St. apenas empieza.  No es ningún secreto, especialmente después de todos mis esfuerzos de conseguir seguimientos informativos en los periódicos y de la radio, que organicé una protesta contra el mismo parque.  Cada una persona con  interés a este tema incluso otras personas sin el mismo nivel de interés entienden mis objeciones y aparte de reconocer el pasado, no quiero escribir de eso aquí.  Perdí, ganaron y nos movemos adelante porque hay un montón de cosas en que si estamos acuerdo.

Esto marca el final de un esfuerzo muy largo de varios lideres de Byram para conseguir la construcción de este parque.  Mencionaré los nombres que reconozco: Bea Walko, Jo Conboy, Paul Pugliese y Mike Bocchino.  Toda esta gente debía ser reconocida por sus esfuerzos en Byram.  Felicitaciones por sus logro en conseguir este hecho, finalmente.  Aquí están algunas fotografías, a título de indicación, del comienzo de la construcción.

This is my first post, so an introduction is in order.  You may recognize my name from several of my letters in the Greenwich Time and Stamford Advocate.  I’m one of the frequent writers in town so when I was asked to write this blog I was thrilled about the opportunity.  Read my “about” page if you’re interested in what I’ve done.  I want to mention briefly what I plan for this blog.  I’m very interested in southwestern Greenwich and hope to get some interviews with our community leaders.  I will be commenting on issues affecting our end of town.

On to my first issue, about how this budget delay is causing real pain for those who can least afford it and what it means for future big programs the Connecticut Democrats are planning. 

ConnPACE was established in 1996 to provide prescription drugs to low-income Connecticut seniors and disabled persons. Currently, if your income, including Social Security, is below $25,100 for singles or $33,800 for couples you are eligible for ConnPACE benefits (there are more details, but that’s the gist of it, there’s no asset test for regular ConnPACE. See http://www.connpace.com for more info).

Seniors pay ConnPACE an annual application fee of $30 and get their prescriptions for a $16.25 co-pay per prescription filled, and they can only be filled one month at a time.  ConnPACE also pays seniors’ Medicare Part D (prescription drug plan) premiums, and ConnPACE uses the federal benefit to offset the cost to Connecticut. 

In November 2008 ConnPACE urged participants to take cheaper Medicare Part D plans to save the State money – a lot of money.  The average plan participants joined was $20/month; better plans cost more, up to $99/month.  ConnPACE in fact got the average plan cost down to about $20/month. They could ask and expect clients to choose the cheaper plans because ConnPACE would cover drugs not covered by the federal plans.

Fast forward to May 26, 2009.  ConnPACE mailed a letter informing participants that effective June 1, because there’s no state budget, ConnPACE will no longer cover new drugs that are not covered by their Medicare Part D plan.  That’s it, two day’s notice, coverage dropped, sorry we lured you to the cheaper federal plan and that’s going to cause you trouble now.  STATE TO LOW-INCOME SENIORS: DROP DEAD.

I asked Governor Rell why she didn’t just raise the co-pay on drugs instead of dropping coverage for certain drugs (it would cost approx. $2.40/prescription).  She told me she proposed that and the Democrats weren’t interested.

Last month, Connecticut Democrats passed the Sustinet bill.  The goal of this program, if a federal health care bill is not passed, is for the State to provide full health insurance to a much increased pool of Connecticut residents including: people without access to an employer-sponsored plan, people whose employer plan is too expensive, small businesses, nonprofits and municipalities. 

So what are the lessons the ConnPACE story should teach us?

First, a larger health insurance plan, run by the State of Connecticut, is not a good idea.  They don’t plan to carry reserves, like a regular insurance company, so if the legislature can’t get the budget done on time benefits could be dropped.  If they’d let this happen to a low-income senior don’t think they wouldn’t do the same to a small business owner?

Next, our Democrats in Hartford are interested only in passing bills that will get them big headlines for being progressive.  Not one Democrat in the Connecticut legislature has said one word or tried to do anything about the ConnPACE coverage drop.  They obviously don’t really care.

Finally, Connecticut residents might want to fully support national health care, because the alternative is something run by the State of Connecticut.

Este es mi primer poste, así que una introducción está en orden.  Deseablemente reconoces mi nombre de varios escritos en el Greenwich Time y el Stamford Advocate.  Soy uno de los escritores frecuentes en la ciudad así cuando me pidieron escribir este blog lo hice con mucha emoción sobre la oportunidad.  Le mi “sobre” paginación si estas interesado en lo que he hecho.  Quiero mencionar abreviad-amente lo que planeo comunicar en este blog.  Estoy muy interesado en Greenwich al sudoeste y espero conseguir algunas entrevistas con nuestros dirigentes de la comunidad.  Comentaré respeto a las ediciones que afectan nuestra parte de la ciudad. 

Enseguida a mi primera edición, sobre cómo este retardo de presupuesto está causando dolor duro a los que menos puedan produzca y qué significa para los programas grandes futuros que tienen planeados los Demócratas de Connecticut.

ConnPACE fue establecido en 1996 para proporcionar medicamentos de venta con receta a los jubilados con bajos recursos y las personas lisiadas en nuestro estado de Connecticut.  Actualmente, si tu sueldo, incluyendo tu Seguro Social, está bajo de $25,100 para los solteros, o bajo de $33,800 para las parejas, eres  elegible para beneficios de ConnPACE (hay más detalles, pero ésto es lo esencial de él programa, no existe ninguna prueba de valor material para conseguir ConnPACE regular.  (Vea http://www.connpace.com para mas información).

Adelante al 26 de Mayo 2009.  ConnPACE envió una noticia a todos participantes informando que empesando el 1 de Junio, ConnPACE no cubrirá ningún nuevo medicamento que no es cubierto por su plan Medicare Parte D.  Asi fue, un aviso de solamente dos días, tus cubrimientos han terminado, disculpa el engaño y consejo que escojan el plan más barato y ahora ésto les causara problemas.  ESTADO LES DICE A LOS JUBILADOS:  VAYANSE AL CUERNO. 

Le pregunte a la Gobernadora Rell por qué ella no elevo el co-pague de los medicamentos en vez de terminar cobertura ciertos medicamentos (costaría aproximada mente $2.40/prescription).  Ella me dijo que propuso así mismo pero los Democratas no prestaron interese a esa idea. 

El mes pasado, los Democratas aprobaron la ley de Sustinet.  La meta de este programa, si una ley federal de beneficios médicos no se aprueba, es que el Estado proporcione seguro médico completo a una piscina llena de residentes de Connecticut y creciendo cada día incluyendo: gente sin acceso a planes patrocinado por sus empleadores, empleados de empresas pequeñas y demasiado costosas, organizaciones caritativas y los municipios.

¿Asi que Cuál es la lección principal que esta historia de ConnPACE debe enseñarnos?

Primero, un plan de seguro médico más grande y manejado por el estado de Connecticut, no es un buen idea.  No planean mantener reservas, como una compañía de seguros típica, así que si la legislatura no puede conseguir el presupuesto hecho a tiempo, los beneficios podrían ser terminados.  ¿Si el estado permite que esto suceda con un jubilado de mínimo recursos, no piensas que lo harían igual con un propietario de negocio pequeño?

Incluso, nuestros Democratas de Hartford solamente están interesados en aprobar las leyes que les conseguirán los gran noticieros que dan la apariencia que ellos son progresivos.  Ningun Democrata en la legislatura de Connecticut ha dicho una sola palabra o ha intentado hacer cualquier cosa sobre el termino de la cobertura de ConnPACE.  Obviamente, no les importa.

Finalmente, residentes de Connecticut debían apoyar completa mente el presupuesto nacional para seguro médicos, por que la alternativa es algo ejecutada por el estado de Connecticut.
