The City Council’s Ordinance Committee Wednesday began discussing ways to tighten the city’s purchasing policies in light of the controversial $400,000 driveway members unknowingly bought for millionaire developer Manuel “Manny” Moutinho.
Councilman Steven Stafstrom, D-130, at one point during the meeting noted he was not a member last September when the council – according to the mayor’s office – borrowed $3 million that included the driveway money. He was appointed earlier this year to fill a vacancy.
Stafstrom’s light-hearted aside amidst his asking some tough questions of the city’s purchasing and law departments brought a moment of levity to an otherwise intense discussion.
“How’d the bus feel, everybody?” joked Council President Thomas McCarthy, D-133. That’s “bus” as in Stafstrom just threw them under it.
The council is up for re-election in November, and some members face primaries. The driveway is likely to remain an issue. The project is being scrutinized by federal authorities, is at the heart of a union grievance and also part of a zoning dispute.
