CL&P was inadequately prepared for fall snow storm: consultant’s report

 Connecticut Light & Power Co. was grossly under-prepared for the early season snowstorm that knocked out power for about 831,000 of its customers in October, according to a consultant’s report that will be released Friday morning.

 A source familiar with the findings of the report said that CL&P’s in-house planning never envisioned a scenario in which a freak autumn snowstorm and high winds would cause so much damage.

 Gov. Dannel P. Malloy this morning is scheduled to release details of the report from the Washington-based Witt Associates. The source said that the inadequate preparations created the scene for outages that lingered as long as 13 days and triggered complaints from customers and local officials about the company’s lack of communications.
