In attempt to battle recidivism among released felons, the budget-enacting legislation lined up for today’s special session of the General Assembly includes an experiment called Social Impact Bonding, in which non-profits can make some money by improving inmate outcomes over several years. So nestled in the hundreds of pages up for review, debate and votes in the House and Senate today, is approval to seek $750,000 in federal funding that will levereage funding from private non-profits to start the SIB effort in Connecticut, through the federal Department of Justice.
