The General Assembly’s Environment Committee today approved a bill suggested by Gov.. Malloy that deems domesticated horses are not wild animals and as such are not “inherently dangerous.” The committee approved the bill this afternoon in a unanimous vote. “It is incumbent upon us to fix a situation created by a state court decision that simply went too far,” Malloy said.
A pending case in the state Supreme Court, based on a Milford case where “Scuppy” a horse, bit a child at a local nursery, could classify horses are inherently wild. It next heads to the House.
