Rep. Auden Grogins, D-Bridgeport, just gave the House of Reps a taste of the coming summer, when she led the chamber in a discussion of a bill that would expedite the local special-event permit process for sellers of ice cream and frozen desserts. The bill would require towns and cities to act within 10 business days for vendors who want to work special events. The desserts include pre-package and soft-serve ice cream. The bill passed 141-2 and next heads to the Senate. Here is the bill language”
“AN ACT CONCERNING THE ISSUANCE OF MUNICIPAL SOFT-SERVE ICE CREAM VENDOR PERMITS. “
Strike everything after the enacting clause and substitute the following in lieu thereof:
“Section 1. (NEW) (Effective from passage) If a municipality requires a seasonal or event permit prior to selling frozen desserts from a truck or other motor vehicle, the municipality or the entity designated by the municipality to issue such permit shall either grant or deny the permit not later than ten days after the applicant has submitted: (1) A completed application, (2) the application fee, and (3) any necessary supporting documentation required by the municipality or designee. The provisions of this section shall not apply to retail ice cream vending facility permits. “
