Republican and Democratic staff lawyers could not agree on whether the Appropriations Committee could start after the posted meeting time was exceeded by more than 15 minutes. So Sen. Beth Bye, D-West Hartford and Rep. Toni Walker, D-New Haven, pulled the plug on the meeting. The agenda had 26 items referred from the Senate and House, many of which will expire tomorrow afternoon if not acted on. So the committee will hold a rare 9 a.m. meeting tomorrow. One of the bills would restrict e-cigarette use among teenagers.
