James Dzurenda, commissioner of the state Department of Correction, just told a joint meeting of the Appropriations and Judiciary committees that 65 percent of the state’s prison population have measurable mental-health symptoms. “It doesn’t mean severe, it doesn’t even mean treatment but 65 percent of population has some sorts of issues,” Dzurenda said.
