boomArrests have declined 27.3 percent since 2009. The prison population has fallen 10.4 percent. In 2005 there were 18,001 inmates. Today there are 16,167.

Those are some of the tidbits in “Trends in the Criminal Justice System,” written by Michael P. Lawlor, undersecretary in the state Office of Policy and Management’s Criminal Justice Policy & Planning Division.
