    just to clarify, the Connecticard program funding and legislation has been eliminated. It is the system that makes statewide borrowing possible. Last year, 4.5 million items were borrowed by people who used another library with their hometown library card. This is a critical service for residents of communities whose libraries are not open many hours or have less funding to purchase items. It is one of the bedrocks of equal access to education for all Connecticut residents.
