BRIDGEPORT — Only 11 percent of voters in the city had cast a ballot by 4 p.m., according to Democratic Registrar of Voters Santa Ayala. She said only 7,333 of the 67,699 registered voters had cast a ballot. Each of the city’s 23 precincts was reporting just several hundreds votes cast by early afternoon and those campaigning at polling places often stood for long lengths of time with nothing to do.
