Democratic State Central Committee appeals to Federal Elections Commission to challenge state fundraising/spending restrictions

The State Elections Enforcement Commission just posted a copy of an appeal that state Democrats filed last week with the Federal Elections Commission, in attempt to use its federal fundraising accounts to fund a mailer for Gov. Dannel P. Malloy. It is hoping for an “expedited” ruling that the mailer would be tantamount to federal activity and therefore allowed.  The state committee’s federal account can accept funds from contributors who are state contractors. State contractors are prohibited from contributing to statewide candidates, however. So the 29-page appeal is an apparent attempt at an end run around the historic 2005 campaign-finance legislation. Here’s the filing, which includes a bad copy of the planned mailer, which would include information on local polling places and ways for voters to get rides to the polls on Nov. 7:
