    Was Harper refering to the Isles not making qualifying offers or the Flyers? If they signed all of their RFAs, the Isles still would have 8 slots open. And the way I read the CBA, signed 18/19 year players (playing Jrs) with less than 11 games count only on the overall 90-man list.
