It’s the re-entry waivers rule that came in with the last CBA and the salary cap after the lockout. With exceptions for veteran minor leaguers, anyone making over $105,000 in the minors — including Kennedy, who’s on a one-way contract earning around $500,000 — has to clear waivers on the way up, and if he’s claimed, both teams split the remaining contract (and the hit on the salary cap).
Last question: I read in last Sunday’s paper that Rochester Americans’ Tim Kennedy must go through re-entry waivers to be recalled to the NHL. I understand him being waived to report to the minors but not to be recalled….

All hypothetical, but: On the way up, no. On the way down, if permitted, yes.
If the Isles sign Wotton, does he have to pass waivers before reporting?
